The paper considers that China should formulate reasonable policies for FDI in order to enhance the domestic enterprises’ innovation capability through the spillover effect of FDI. After an analysis to the present policies for FDI, the paper points out that present FDI policies have reduced the domestic enterprise’s enthusiasm to innovate, and then gives some suggestions on how to adjust the policies in order to enhance domestic enterprise’ s innovation capability.
